Payroll Officer

The Municipal District of Bonnyville No. 87 invites applications for a Payroll Officer.


The Payroll Officer is responsible for providing:
 Accurate, timely, and efficient payroll services to the MD of Bonnyville No. 87, Bonnyville
Regional Fire Authority and Centennial Centre, including preparing of data, statistics, and
reports for management/leadership.
 Advisory and consultancy service to management, leadership, and staff on payroll/compliance
related matters.
 Maintaining confidential information by adhering to legal and ethical standards.

Duties & Responsibilities:
 Lead the development, implementation, maintenance, and coordination of payroll operations
including process improvements, streamlining, and exceptional client services.
 Provide a responsive, timely and accurate client advisory service on payroll matters, resolve
difficult enquiries, and assist in identifying payroll errors and implementing corrective action
where required.
 Establish and maintain payroll controls and related payroll procedures for legislative
 Review/approval of final payroll each pay period.
 Manage payroll liabilities – ensuring accurate and timely filing of all payroll remittances.
 Manage issues related to employee deductions and other liabilities, including reconciliations.
 Assist with supervision of the day-to-day activities ensuring Key Performance Indicators for
payroll are clearly defined, measured, and achieved on a regular basis.
 Coach, mentor, set goals, and assist in the development/training of payroll team.
 Remain current on new legislation and regulations, policies and employment standards and
provide guidance to leadership on compliance.
 Collaborate with leadership on policies, wage grid, and Cost of Living Increases as required.
 Monitor and analyze expenses against payroll budget to help prepare cost forecasts and assist
with the creation of annual departmental payroll budgets.
 If budget program used; responsible for the upkeep of the Position/Personnel Module and
accompanying cost allocation centers.
 Preparation of financial and analytical reports for management/leadership as
 Manage the year end reconciliation process and timely submission of LAPP and WCB, correct
Pension Adjustment calculation and creation of T4/T4A slips.
 Preparing documentation to assist with annual financial and LAPP audits and providing accurate
responses to any questions/concerns arising during audit.

 Completion of the Payroll Leadership Professional (PLP) Designation and be a member in good
standing with the National Payroll Institute.
 Must adhere to the Code of Professional Conduct as set out by the National Payroll
Institute/Payroll Standards Canada.
 Minimum 10 years payroll experience in a complex payroll environment.
 A solid knowledge (min 5-10 years) of accounting principles and practices as they relate to
payroll including reconciling of payroll GL accounts.
 Ability to handle confidential information in an ethical and professional manner.
 Sound numeracy skills, attention to detail and accuracy.
 People management abilities including supervision, team building and conflict resolution.
 Ability to relate/communicate effectively both verbal and written with management/leadership,
peers, and subordinates.
 Proven ability to research and develop new guidelines, policies, processes, and procedures.
 Proven ability to meet deadlines and identify and deal with problems.
