MUNICIPAL DISTRICT OF GREENVIEW, ALBERTA

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Reporting to the Director of Corporate Services, the Manager, Accounting & Reporting is responsible for overseeing and managing all aspects of Greenview’s financial accounting and reporting functions: internal control management, all applicable tax by-laws, quarterly and year-end financial reporting, treasury management and maintenance, oversee accounts receivable and utility billing, accounts payable, and taxation and assessment.

SUPERVISORY RESPONSIBILITY

•         Supervision of employees and all aspects of accounts payable and taxation and assessment.

o   Support the Assistant Manager, Accounting & Reporting with the supervision of all aspects of accounts receivable.

•         Engage staff, develop work plans, goals and optimize process evaluations to improve service delivery.

•         Provide direction for strategy development, corporate planning, budget development and performance monitoring.

MAJOR

•         Manage the administration of the general ledger, associated sub-ledgers, and ensure the Financial Software system is up to date.

•         Manage the assessment contract.

•         Manage and oversee the accuracy of all applicable property tax bylaws including the annual tax rate bylaw, including the reconciliation of assessment data.

•         Review expenditures to ensure they are coded correctly, and fall within approved budgets, prior to payments being issued.

•         Prepare and administer the Accounting & Reporting budget.

•         Ensure the accurate and timely reconciliation of all Greenview bank accounts.

•         Complete month-end and year-end general ledger procedures.

•         Lead the year-end Financial Statement preparations and audit planning.

•         Ensure compliance with Public Sector Accounting and Audit standards and the Municipal Government Act (MGA).

•         Prepare quarterly financial statements and analysis for submission to Senior Leadership team and Council.

•         Resolve accounting discrepancies.

•         Prepare variance monitoring and reporting.

•         Accountable for the financial accounting systems and procedures.

•         Oversee the insurance program in cooperation with the Asset Management Officer.

•         Oversee all operational and capital grants, including grant applications, tracking, statements of funding and compliance reports.

•         Ensure that the GST reports are submitted to the Federal Government accurately and on a timely basis.

•         Ensure money invested by Greenview is invested in accordance with Section 250 of the Municipal Government Act and Greenview policy so that the best returns are realized.

•         Responsible for establishing internal controls and providing regular control reporting to the Director, Corporate Services. Notify the Director, Corporate services in writing of major control deficiencies in a timely manner.

•         Develop, recommend, and implement policies, plans and programs for the finance and accounting functions.

MINOR

•         Assist the public and ratepayers with inquiries and concerns.

•         May assist in preparing financial budgets and forecasts.

•         Other duties as assigned.

QUALIFICATIONS / EDUCATION / EXPERIENCE:

•         To perform this job successfully, the individual must be able to perform the duties listed above to a high degree of quality, timeliness, and precision.

•         Post-graduate degree in Accounting or equivalent.

•         Professional accounting designation (CPA).

•         A minimum of 5 years’ related experience in the areas of finance, accounting, and administration.

•         A working knowledge of internal controls that strike the balance between control and efficient/effective operations. A minimum of 5 years’ experience in a municipal finance setting.

•         Effective supervisory skills and a willingness to work with direct reports and senior management.

•         A working knowledge of Canadian public sector accounting standards.

•         A working knowledge of the Municipal Government Act.

SKILLS REQUIRED:

•         Proficiency with Microsoft Word, Excel, PowerPoint

•         Experience in municipal financial software (Diamond, Questica, Paramount, and Worktech) would be considered an asset.

•         Excellent verbal and written communication skills.

•         Ability to interact well with, and respond to inquiries from employees, management, and ratepayers.

•         Must be able to maintain confidentiality.

•         Must be self-motivated and able to work with minimal supervision.

•         Excellent organizational and time management skills.

•         Ability to think logically and complete work with a high degree of accuracy.

•         Ability to interpret, implement and adhere to organizational policies and procedures.

WORKING CONDITIONS AND PHYSICAL ENVIRONMENT:

•         Extensive use of computer and telephone.

•         Long periods of sitting, good lighting, temperature, and noise control.

•         Minimal physical effort; occasional light lifting.

•         Normal working day consists of 7.5 hours; however occasional overtime may be required.

•         All personnel working at the Municipal District of Greenview are governed by the Municipal District Health & Safety Policy.

•         Ensures all operations are conducted in a safe manner and in accordance with Municipal District Policies and Occupational Health & Safety Regulations.

•         Ensure proper ergonomic requirements are met and good ergonomic procedures are practiced.
