Central Saanich is a friendly and active community spanning the middle of theSaanich Peninsula and the traditional territory of the W̱ W̱ SÁNEĆ peoples,including the W̱ W̱ JOȽEȽP (Tsartlip) and SȾÁUTW̱ W̱ (Tsawout) First Nations. Morethan 18,000 residents call this beautiful area home. From Island View Beach on the east to the Saanich Inlet on the west, the region includes fantastic parks,nature trails and beaches, and boasts the highest concentration of agricultural production in the region.

The community has three distinct centres: Brentwood Bay, Saanichton and the Keating Business District, and each has a slightly different flavour. Brentwood is home of Butchart Gardens and has an incredible coastline and lots of charm.

Saanichton has a similar population size but is slightly more spread out and home to rolling farm fields and heritage buildings and the historic Prairie Inn. Keating Business District is a growing industrial and commercial area with a range of established and new businesses, including Butler Brothers, LevelGround Coffee, Portofino and much more.

The schools in the community are part of the Saanich School District, andoffer a variety of quality programs and place an emphasis on social responsibility. BCBusiness and Macleans Canada have recently ranked Central Saanich one ofthe best communities to live in, and Central Saanich has one of the lowestserious crime rates in Canada.

THE OPPORTUNITY

The District is looking for a financial professional who is a proven strategic leader and is passionate about serving our community.

As the Director/Chief Financial Officer, you will work closely with the Chief Administrative Officer, senior management and Council to help shape the community as we achieve the priorities in our 2024-2027 strategic plan:

As the Director you will advance the District’s strategic goals and Council’s priorities through their proactive and forward-thinking leadership, commitment to service excellence, understanding of integrated planning, and willingness to innovate.

Our world can be complex. Therefore, you have the ability to anticipate challenges, appreciate the perspectives of others and align resources to deliver results and have a strong knowledge of local government legislation and municipal finance administration.

This role is multi-faceted and your ability to lead finance and information technology services through a strategic and service lens will be a key to success as will your support and partner with all departments including Fire and Police. As a leader you empower and inspire confidence in others, communicate a clear vision, develop andmaintain effective relationships and align people, work and systems to achieve operational results.

You will have seven years of progressively senior level financial leadership experience and hold aprofessional accounting designation.

RESPONSIBILITIES

Leadership Excellence

  • Leads and mentors Department staff fostering a culture of collaboration, integration, and service excellence
  • Builds and maintains strong relationships with internal departments
  • Participates as a member of the leadership team to develop, align and achieve District’s strategic goals and Council’s priorities

Financial Services

  • Performs all Financial Officer statutory duties required by the Local Government Act and the Community Charter as well as the functions of the District Financial Signing Officer
  • Oversees the development and management of operational, capital and reserve budgets, related bylaws and policies, financial statements, and annual reports
  • Manages the preparation of five-year financial and long-term financial plans
  • Supports the team in the preparation and maintenance of the Long Term Financial and Asset Management Plans
  • Administers the District’s financial operations including payroll and benefits administration
  • Ensures appropriate accounting systems and safeguards are in place for adequate funding, utilization and control of money spent by, or on behalf of the District and the sound fiscal management of the District’s obligations
  • Ensures effective internal controls are in place to minimize risk of financial loss and ensure integrity and transparency
  • Prepares all financial statements, reports or statistical reports in collaboration with the team
  • Develops and manages related policies and procedures, and oversees the sustainable purchasing of goods and services
  • Directs the District’s investment, reserve management and debt financing programs
  • Oversees real estate, lands management, and contract management for the District
  • Ensures that the Department operates within approved funding levels
  • Ensures that effective administrative and financial systems are in place to maximize the effectiveness of resources and adopts best

Information Technology & GIS

  • Oversees the strategic management and coordination of the District’s information technology systems, including GIS and infrastructure to ensure service excellence
  • Directs the provision of IT support and coordination to all departments including Central Saanich Police Services (CSPS)

Advice and Support to Council, Police Board, CAO and District Team

  • Identifies and develops opportunities to achieve long-term strategies and outcomes on District priorities
  • Provides advice and interpretation of policies, regulations and operations
  • Supports and provides oversight for District Departments including CSPS in business case development, operations, and capital
  • Prepares and presents comprehensive reports and presentations to communicate financial insights and recommendations

External Relationships

  • Utilizes sound public engagement strategies to ensure that policy initiatives and projects are sensitive to, and supported by, the community
  • Develops and maintains effective, collaborative, relationships with officials at the Municipal, senior levels of government, external agencies and community organizations to advance shared goals
  • Liaises with external bodies to ensure the Districts interests are promoted
  • Serves as a representative of the District on various inter-Municipal or Regional Committees
