Reporting to the Chief Financial Officer, the Senior Manager, Fiscal Strategy is responsible for providing leadership in the development and implementation of fiscal strategy and policy for the City of Spruce Grove that support strong sustainability of the City’s fiscal resources into the future.  The incumbent also leads the City’s budgeting and financial planning processes and deliverables.

The incumbent provides leadership to the Assistant Controller – Budgeting and Financial Planning and the team within, to ensure strategic and effective budgeting and financial planning.

The incumbent is accountable for developing financial and fiscal strategy, policy, planning and management approaches that are achievable and supported by detailed plans and analysis that are based on the City’s current and projected level of resources.

For proposed new strategies and approaches, the incumbent is accountable for preparing Requests for Decision that will seek City Manager and Council approval, as required.  The incumbent is accountable for ensuring the strategies, and the associated financial impact, are reflected properly in all financial documentation going forward.

This position requires a high degree of collaboration.  Within Finance, this position works closely with the Controller – Financial Reporting and Treasury and the team within, and the Chief Financial Officer.  External to Finance, this position works collaboratively with the Corporate Leadership Team (CLT) of the City Manager and the General Managers, Organizational Leadership Group (OLG) of the City’s Directors, and the Manager of Corporate Planning to lead an integrated approach to Fiscal Strategy, and Corporate and Fiscal Planning.

Qualifications:

  • Post-secondary degree in Accounting, Finance, Business Administration, or equivalent.
  • Ten to twelve years of related experience including five years of leadership experience.
  • Chartered Professional Accountant (CPA) designation required.
  • Leadership Development Program Certificate or equivalent an asset.
  • CPA Public Sector Budgeting training or equivalent an asset.
  • CPA Controllers Program an asset.
