Our Financial Management Department is looking for a dedicated Manager of Budget to join the team.
Position Responsibilities
Reporting to the Director of Financial Management, and leading a team of three direct reports, the Manager of Budget plays a key role in supporting and organizing the City’s budgeting processes and activities, as well as organizational wide variance reporting and forecasting.
This position acts as a financial subject matter expert and liaison for various City departments which includes providing expert analysis and advice relating to: financial reporting, variance analysis, forecasting, budgeting, ad hoc projects, financial modeling and analysis, financial research, on-going training to staff, and general business planning and support.
The Manager of Budget leads the team of Financial Advisors through ongoing performance management, coaching and mentorship.
Budget planning and support:
Support the development and execution of priority based budgeting (PBB) for city wide operating and capital budgets, ensuring alignment with organizational objectives.
Prepare templates, presentation materials and the annual budget book to support Council Budget Deliberations.
Financial research and analysis to support budget requests.
Support the Director of Financial Management and the CFO through ad hoc budget related activities and processes.
Variance Reporting and Forecasting Analysis:
Provide strategic guidance for monthly and quarterly forecasting and variance reporting.
Collaborate with departments on salary forecasts, budgeting, variance explanations, and financial trends analysis.
Technical and financial training and support to departments, ensuring compliance with financial reporting standards.
Leadership, Coaching, and Training of Staff:
Lead the team of Financial Advisors through performance management, coaching, and mentorship.
Ongoing training and support for City staff and general business planning and support.
Qualifications
- Education & Experience: Post-secondary Degree in Accounting or Business Administration with a minimum of 3 years’ experience in a supervisory role in public accounting or local government finance. Chartered Professional Accountant (CPA) designation is required; special consideration may be given to individuals with significant relevant experience.
- Expertise in Financial Management: Demonstrated proficiency in financial reporting, variance analysis, budgeting, and forecasting. Direct involvement in budget preparation, review and presentation, ensuring accuracy and fiscal prudence. This role demands confidentiality, attention to detail, and the ability to communicate complex financial concepts effectively.
- Leadership and Collaboration: Proven ability to lead and collaborate effectively within a team environment, fostering a culture of excellence and accountability. Strong working relationships with various stakeholders are essential.
- Strategic Thinking: Strong strategic thinking skills with the ability to translate financial data into actionable insights.
- Data Communication Skills: Ability to translate financial data and information into presentable and readable formats, making it easy for stakeholders to understand and use in decision-making processes.
Hours & Compensation
The standard workweek consists of 40 hours (M-F 8hrs/day), with the specific schedule being determined by the immediate supervisor.
Starting Salary $57.36 per hour, as per the Out-of-Scope Agreement.
